While the general thrust of this article is relevant to the whole of the UK, the constituent countries of the UK have their own distinct planning systems, and substantial responsibility for town and country planning has been devolved to the Welsh Assembly, the Scottish Parliament and the Northern Ireland administration. References to the opportunities presented by the reform of the planning system contained in the 2004 Planning and Compulsory Purchase Act apply specifically to England. 2. The Great Western Community Forest is one of 12 such community forests in England. Sponsored by the Forestry Commission and the (then) Countryside Agency, community forests are partnerships that aim to regenerate and revitalize greenspace in and around some major towns and cities. 3. There are 36 Areas of Outstanding Natural Beauty in England, designated for their landscape qualities for the purpose of conserving and enhancing their natural beauty. 4. English Nature (now Natural England) is the Government Agency that champions the conservation of wildlife, geology and wild places in England. 5. The Environment Agency is the public body responsible to central government for protecting and enhancing the environment in England and Wales. 6. The Sustainable Communities Plan is a central government long-term plan for delivering sustainable communities in both urban and rural areas, with a strong emphasis on housing supply issues in the South East of England (http://www.communities. gov.uk/index.asp?id=1139866).
