Title: SAFETY PERFORMANCE OF PRE-MCA MOTOR CARRIERS, 1977 VERSUS 1984
Abstract: A study is described which examines the impact of the MCA on the safety performance of carriers established prior to 1980. It then proceeds to examine the linkage between an established carriers accident rate and its specific policies and practices (as reflected in indicators such as expenditures on safety and insurance programs, use of owner-operators, total vehicle miles) in both the pre- and post-MCA environments. The relationships between specific carriers policies and practices are studied separately for the pre- and post-MCE environments to determine how they have changed during the transition period. The data used, and the analytical methods employed are discussed. Differences in carrier accident rates pre- versus post-MCA overall, as well as by sector are presented. The pre- and post-MCA models linking carrier accident rates with a set of independent variables describing carrier policies and practices are presented. The implications of the study results for both safety regulators and motor carrier managers are pointed out.
