New eugenics ―eugenic implications of the recent developments in human genetics― is different from the old eugenics that was first developed by Francis Galton in late 19th century in England. They are different in aims, subjects and means. In the first part of this paper, I discussed the origin of eugenics in England and the subsequent developments of eugenics as a social movement in the U.S. and Germany. Then I examined the eugenic implications of modern practice of human genetics ― genetic counseling, gene therapy, and the Human Genome Project in particular. A comparison between the old and new eugenics was made in the conclusion.Read More
