Title: Infrastructure in the 21st Century Economy: A Review of the Issues and Outline of a Study of the Impacts of Federal Infrastructure Investments
Abstract: Abstract : The U.S. Army Corps of Engineers, through it's Institute for Water Resources, has commenced an ongoing interagency study to assess the relationship of Federal infrastructure-specifically investments in water, waste management, and transportation- to the Nation's productivity, economic health, and quality of life. This report describes this effort and the process by which the study's workplan was derived. This report covers three main topics: 1. A discussion of what previous research does, and does not, tell Federal policymakers about the economic impacts of infrastructure investments; 2. A description of the findings of a series of interagency workshops with invited academic experts regarding the objectives and methodological approaches for the current foundation of an economic policy study of infrastructure investments; and 3. An outline of the goal and activities associated with this study.
