Title: Evaluating Voluntary Climate Change Initiatives by US business and industry compared with the Dutch experience
Abstract: Deze rapportage evalueert de vrijwillige initiatieven
van het Amerikaanse bedrijfsleven om invulling te geven aan het Climate
Change Initiative van President Bush. Het merendeel van deze vrijwillige
initiatieven voldoet niet aan de minimum voorwaarden om als serieuze
inspanningen te kunnen worden beschouwd. Er is een groot gebrek aan
transparantie, ambitie en structuur. Doelstellingen zijn onduidelijk en in
de meeste gevallen is er geen of onvoldoende informatie om het effect op de
broeikasgasemissies te kunnen berekenen. Dit gebrek aan transparantie en
goed bestuur op zowel overheid- als bedrijfsniveau duidt op een ernstige
tekort in het beleidskader in de VS. De ervaring met vrijwillige
inspanningen in Nederland leert dat er een aantal lessen en succesfactoren
zijn die de effectiviteit van de initiatieven in de VS kunnen verbeteren. Een tussentijdse evaluatie van de vrijwillige initiatieven in 2007 met de
mogelijkheid om bij te sturen vergroot ook de geloofwaardigheid van de
aanpak. De meeste van deze genoemde factoren kunnen worden gedelegeerd naar
een deskundig, betrouwbaar en onafhankelijke organisatie naar bijvoorbeeld
Nederlands model. Tot slot, kunnen terugvalopties voor beleid, zoals
bijvoorbeeld energiebelastingen, als stok achter de deur naleving door het
bedrijfsleven bevorderen.
