Abstract: Innovative planning will be required for survival and growth in the construction industry in the next decade. As projects continue to become more complex, planning concepts and methodologies need to be implemented that will create more effective resource management at the project level. The challenge for the construction industry is for firms to provide total project delivery packages including the design and construction services. The current trend in industry is towards firms supplying the total constructed project to an owner, and accepting the responsibility of planning, managing, and coordinating all the component parts. By applying the systems approach to planning, design, contracting, quality assurance, and construction, a project can be delivered to an owner as a complete package. This paper addresses the need to plan to meet this challenge; the various types of organization format that can be used at the project level; and the potential benefits that could accrue to the construction designers, constructors, and buyers of constructed projects.
