Abstract: Les inégalités d'accès à l'enseignement primaire entre urbains et rurauxMargaret Teng Fu 1 En Chine, le lieu où l'on vit détermine bien des choses.Le fossé qui sépare résidents urbains et résidents ruraux en termes de revenus ne cesse de se creuser.Dans les villes, les revenus sont en moyenne au moins quatre fois plus élevés que dans les campagnes si l'on tient compte des différentes aides perçues par les urbains en matière de logement, santé et éducation, sans oublier les impôts plus lourds qui pèsent sur les ruraux 2 .Cet article examine l'un des aspects qui a contribué à accentuer les disparités : en ville, le financement de l'enseignement primaire est assuré par l'Etat, alors que dans les campagnes, il provient des familles et des collectivités locales (villages et bourgs).Or l'éducation est souvent la garantie d'un meilleur niveau de vie, et le gouvernement chinois ne peut ignorer le mécontentement croissant des paysans, accablés par des impôts toujours plus élevés et la dégradation de leur niveau de vie.La principale tâche pour le gouvernement chinois est donc d'égaliser les chances, en clarifiant notamment les relations entre les divers niveaux de gouvernement responsables de l'enseignement primaire en zone rurale. 2L'enseignement primaire est depuis longtemps marginalisé dans les campagnes chinoises.Premièrement, il est victime de la priorité accordée au développement économique qui place la croissance immédiatement mesurable avant toute amélioration de long termeet donc moins visible -du système éducatif.Deuxièmement, il souffre du fait que l'enseignement dans les villes bénéficie d'une plus forte attention et de ressources plus importantes en provenance du gouvernement central.Du fait du manque de financement public dans les régions rurales, les enfants sont le plus souvent obligés d'abandonner leur scolarité au niveau du collège, voire du primaire, et perdent ainsi toute possibilité de passer l'examen de fin d'études secondaires qui leur permettrait de poursuivre dans des instituts d'enseignement supérieur.En 2002, pour quatre enfants scolarisés dans le primaire en zone urbaine, trois seulement l'étaient dans les campagnes.Cela signifie que quelque 1,1 million d'enfants ruraux n'ont pu accéder à l'école primaire 3 .Les enfants des Les inégalités d'accès à l'enseignement primaire entre urbains et ruraux
