With this tendency, the purpose of this study is to investigate the characteristics of land use planning in Germany and to make alternative method and system for the environmentally sustainable urban planning in Korea. For these aims, the paper examines the system and contents of the preparatory land use plan, Flachennutzungsplan in Germany and Korea. The characteristics of land use planning in Germany are summarized as follows: 1) land use controls derive not only from urban land use planning(Bauleitplanung) but also from comprehensive development planning, concerned with coordinating all planning and implementation activities of public authorities, and which have a hierarchical legal structure. 2) Sectoral planning(Fachplanung) concerns all kinds of institutionalised and sometimes legally regulated planning activities which pursue landscape protection from spatial impacts. 3) The land use plan is legally obliged to contribute to the protection of the natural environment and ensure environmentally adequate living conditions for all inhabitants.Read More
