Title: AGRICULTURAL TRADE REFORM AND LABOR ADJUSTMENT IN APEC
Abstract: A recently adopted proposal would, if implemented, see AsiaPacific Economic Cooperation (APEC) member economies eliminate all distortions in agricultural and food products trade. The APEC Food System attempts to provide a way for the economies of the Asia-Pacific region to move forward in this difficult area by explicitly recognizing issues of food security and rural policy. This article utilizes computable general equilibrium techniques to analyze the consequences of reform for net social welfare and agricultural incomes. Systematic sensitivity techniques provide insights into how effective appropriate labor market policies may be in reducing or eliminating politically problematic declines in agricultural incomes.
