Title: The evaluation of urban congestion management schemes
Abstract: At present, there are no established techniques for the comprehensive evaluation of urban congestion management schemes. There is uncertainty concerning the magnitude of their effects, the valuation of impacts upon particular interest groups and the manner in which the net community benefits should be compared to operating and capital costs. Thus, it is possible that some inappropriate proposals may be implemented while other, more worthwhile projects are rejected. The object of this paper is therefore, to examine three related topics-the nature of congestion, evaluation methodology and the approach to scheme design.
