The Army Research Laboratory has developed a modeling environment, C3TRACE (Command, Control, and Communication — Techniques for Reliable Assessment of Concept Execution), that aids in the evaluation of different personnel architectures and information technology on system and human performance. This modeling environment, which was originally designed to address tactical command issues, has been applied to a higher level organizational command and control environment within the Joint Forces Command.
