Abstract: The Mosaic Radar System combines the coverage from multiple unsynchronized surveillance radars, each covering adjacent geographical areas. Some new techniques are presented and their application to the design of a complete Air Traffic Control system. One of the important features of the system is the positive radar hand-off capability-the means by which transfer of control is effected between controllers responsible for aircraft in adjoining sectors.
