To those familiar with Korea's ICT development, in the last 30 years it has been driven by a plethora of governmental plans involving many influential individuals from the Presidential Office to engineers in the Electronics and Telecommunications Research Institute—once considered the technological powerhouse behind the scenes of the Korean ICT sector. There are few who have the experience and knowledge to make sense of all the pieces of the puzzle of Korea's ICT development. The authors of this study can be counted among those few. The first author, Myung Oh, brings to bear his direct experience through a prestigious career as a former Vice-Minister and Minister of the Ministry of Information and Communication—seen as the heart of Korea's developmental drive in ICT—and later as Deputy Prime Minister among other influential roles.
