Abstract: Mao Zedong and Deng Xiaoping reportedly had a meeting when Deng re-emerged for the first time in 1973. Mao was beset by the increasing power of local military elites and the potential conflicts between them. So Deng told Mao he could solve the problem quickly by reassigning the top officers of all military regions at the same time., Deng's tactics worked well, both then and later. During the past two decades, no regional military upheaval has occurred, even though the country has gone through periods as turbulent as the 1976 death of Mao and the 1989 Tiananmen incident. Deng has achieved such stability only through sporadic large-scale reshuffles of top military elites over the years. But the army's propensity to intervene in Chinese politics remains a question, especially when Deng makes his big decision to go see Marx.
