Abstract: The financing of institutions of higher learning is one of the many problems involved in the development of our higher-education system. The socialist government sets aside billions of rubles every year for higher education. New buildings are constructed, equipped with the most advanced laboratory technology, lecture halls, and offices; and the living conditions of the teaching staff and students are improved. The financial resources set aside for higher education to a certain extent predetermine the scope of operations. The volume of capital investments, admissions totals, the size of the faculty, etc. — all these depend on the funds set aside to maintain institutions of higher education. Consequently, finances are a very important factor in the training of specialists.
