Title: RESTORING A CREDIBLE SECURITY FRAMEWORK TO EUROPE: GERMANY, EUROPE AND THE WESTERN EUROPEAN UNION
Abstract: Only five years after the end of the Cold War, a new European security framework, which encompasses more than the old West European members ofNA TO and the Western European Union (WEU), has not emerged. The beginning of the transformation of the European security order has caused considerable problems, especially as the “transition” has not been free of conflict and military confrontation. At the center of the reevaluation of Europe's security needs have been the future role of NATO, the possible use of the WEU as a European security arm, and the special concerns of a reunified Germany. This essay, largely argumentative and interpretive, suggests that Europe s and Germany's security requirements can best be met through the institutions of the EU and its security and defense arm, the somewhat dormant WEU. Moreover, Germany s own security opinions suggest a reorientation toward European efforts at collective security.
