Title: An operations research approach to racial desegregation of school systems
Abstract: A system, called 'MINTRAN', has been developed which will solve the school desegregation problem as a multi-product distribution problem, defined as follows. GIVEN: The distribution, by race, of students in a community; the location and capacity of each school; the ethnic composition desired at each school; and the configuration of mass transportation lines in the community; FIND: A plan of assignment of students to schools which achieves the desired ethnic composition at each school; requires no student to travel more than a specified number of minutes per day; and minimizes the total daily student travel time. Output is available for two test cases, one of which is the Brooklyn (1960) elementary school system.
