Es ist kein Zufall, dass die Freiheit der Presse erstmals im 17./18. Jahrhundert in der Zeit der Aufklarung gefordert wurde. Die Pressefreiheit gilt bis heute als das politisch starkste Grundrecht, welches auch die anderen Freiheitsrechte wie die Meinungs-, Glaubensund Gewissensfreiheit gewahrleisten kann. Sie steht im Zentrum der Freiheit, kritische Meinungen unbehindert zu verbreiten und auszutauschen. Diese Freiheit ist in der Europaischen Union heute durch Antiterrormasnahmen gefahrdet, wenn sie den Informantenschutz etwa im Rahmen der Vorratsdatenspeicherung nicht hinreichend gewahrleisten. Der Europaische Gerichtshof fur Menschenrechte (EGMR) hat bereits im Jahre 1996 den Schutz journalistischer Quellen als eine Grundbedingung der Pressefreiheit anerkannt.3 Nur dann kann die Presse ihre Funktion als „public watchdog“4 effizient wahrnehmen. Maria Lipman zeigt in ihrem Artikel auf, warum Pressefreiheit – verstanden als Instrument politischer Kontrolle und offentlicher Verantwortung – weit uber das hinaus geht, was Pressevielfalt und Meinungsfreiheit ausmacht. Ausgehend vom Fall der Ermordung der russischen Journalistin Anna Politkovskaya macht die Autorin deutlich, dass die groste Gefahr fur die Pressefreiheit in Russland nicht von staatlicher Zensur und Unterdruckung herruhrt, sondern von burgerlicher Passivitat und Teilnahmslosigkeit.
