Title: Global Hawk - Integrated Contractor Support to Military Operations and Corresponding Implications to Homeland Security
Abstract: The Northrop Grumman RQ-4A Advanced Concept Technology Demonstration (ACTD) Global Hawk System has conducted seven successful deployments in the last four years, three of which the system performed combat sorties in an operational environment. While the purpose of these deployments varied greatly, from demonstration of current and future capabilities such as the most recent German ELINT demonstration to wartime operations in support of the global war on terrorism, a mix of military and contractor support personnel have minimized deployment costs. As the country develops and implements strategies for Homeland Security, Operations and Maintenance (O&M) costs will predominate decisions on which systems to select and operate. Use of the Global Hawk System, staffed fully with an Integrated Contractor Support team, can supply Homeland Defense a proven unmanned intelligence platform for less cost than a full military solution.
