Title: A balanced scorecard approach to performance management for a national R&D programme in Korea
Abstract: To increase national competitiveness, Korean Government devotes herself to nation-wide expansion of technological capability. As a result, the National R&D Programme has increased in size as well as in number. The Korean government introduced a performance-based budgeting regime to reinforce the 'accountability' in public sector, emphasising its conformance by managing strategically a programme to its mission. A Balanced Scorecard (BSC) approach is suggested as an elaborate tool for measuring its performance. However, the premise and logic of ordinary BSC cannot be directly applied to a programme. This study discusses necessary conditions for proper application of BSC into it, and suggests a BSC variant.
