Title: The Chèque Emploi-Service, the Titre Emploi-Service and the Chèque Emploi-Service Universel in France: the Commodification of Domestic Work as a Route to Gender Equality?
Abstract: In France, there have been two principal policy tools to stimulate demand for and organise the supply of domestic service employment, namely the Chèque Emploi-Service and the Titre Emploi-Service. These are currently being replaced by the Chèque Emploi-Service Universel. This article assesses these schemes from a gender perspective, in terms of both the type of employment that such commodification of domestic labour offers women and the extent to which commodifying domestic work helps to re-define the gender division of labour in the home. The conclusion is reached that commodifying domestic labour through such schemes serves to reinforce the gender stereotyping surrounding domestic work. This is because this process restructures the division of domestic work among women. It does not assist in the redistribution of these tasks between men and women.
