Title: Avoiding Fiscal Management Problems in Human Service Agencies
Abstract: Administrators of human service organizations are highly cognizant of the necessity for fiscal accountability to their funding sources. An integrated management system is a basic requirement for the successful operation of a service delivery agency. The fiscal management elements (planning-action-evaluation) must be coordinated with the internal control factors-those factors that increase goal success. The author explores some counter-productive management practices related to the funding process, program design, budgeting, accounting. and audit.
