Title: A Methodology for the Evaluation of Instruction or Performance Contracts which Incorporates School District Utilities and Goals
Abstract: Growing out of the discontent with the American educational system largely because of poor student achievement, the slow pace of technological change in the schools, and the increasing expenditures for public education, the accountability era in public education emerged. A natural extension of the accountability movement was the development of the performance contract concept and in 1969 the Texarkana school district entered into the first such type of contract in American public education.
