Title: Blending planning and pragmatism: Making strategic planning effective in the 1990s
Abstract: Abstract Government legislation in education, social services, housing, competition and finance is transforming the role of local government. The expectations of consumers are rising, for example in regard to education and the protection of the environment. However, new demands will not be matched by an equivalent increase in financial resources and high‐quality staff. It is therefore of paramount concern for local authorities to respond to change and manage it positively. They will need to become genuine enabling organizations and improve their skills in managing scarce resources. This article explains, with special reference to the experience of Kent County Council, how strategic planning can be used as the primary tool in meeting these challenges.
