Abstract: attitude of shared responsibility for cooperative services. It reduces the image of the network as a hierarchy of authority and will ultimately foster self-applied standards of referral. To summarize, I've been discussing communication, skills development, and awareness of community as means of promoting and maintaining high standards of quality in cooperative reference service. When faced with a difficulty, such as poor quality control of referred reference re quests, we want to be sure that in the long run our means or solutions justify our ends of improving service to library pa trons. The need for improved quality con trol provides an opportunity for change. Problems can arise purely as a result of wrong attempts at change, while well chosen responses to the difficulties of quality control can permit personal, inter nal quality control. Change occurring from within is a positive, energizing event. It is that energy which will promote positive beliefs and attitudes toward cooperation at all levels of the network. It will encourage the acquisition of new skills. And all of this will enhance the ability of librarians to meet their patrons' information needs.
