Abstract: This article traces the evolution of the executive and illustrates the historical relationship between the perceived interests of the ruling political elites and the evolution of executive power. The scope and powers of the executive are examined during the two key phases of political evolution: National Party monopoly rule (1948-1990) and the interim constitution (1994-). In the conclusions the present constitutional trends which will shape the final constitution are analysed.
