Title: The Voluntary Sector, the State, and Citizenship in the United Kingdom
Abstract: This article is based on research in the United Kingdom examining the effect of the changing political economy on the voluntary sector. I examine in this article how the government has grafted an essentially marketplace theory of choice onto social welfare provision and the role the voluntary sector plays in that process. I consider especially how the concept of citizenship has been redefined and diminished in that process. I argue that the notion of the citizen as one choosing to contribute to the well‐being of the less fortunate masks the diminishment of citizenship based on social rights. Promoting citizenship based on consumer choice within the social welfare delivery system is not only limited but serves to mute the voices of those seeking to protect or expand the social rights of citizenship.
