Abstract: Abstract The different types of stability of power in West‐and East‐European countries are examined. The state power in the western countries is stabilized in a way that the top of this power is always changeable with establishing of a new cabinet. Against this the state power is unchangeable. The political reforms in East‐European countries want to change the way of the stability of the state power and create the other type of stability. The paper outlines the problems which emerge during the course of the events of political reform.
