Title: Beyond access: special education in America
Abstract: Abstract Enacted in the United States in 1975, the Education for All Handicapped Children Act mandated a free appropriate public education for all students with disabilities. While it is generally agreed that access to education for all children with disabilities has been achieved in the 15 years since enactment, questions regarding the quality of special education and the outcomes of special education persist. Two recent national studies, The ICD Survey III: A Report Card on Special Education, and The Education of Students With Disabilities: Where Do We Stand?, illustrate the effects of special education policy on the nature and delivery of services. These studies will also influence future disability policy by providing evidence to strengthen the focus on student outcome measures.
