Title: Pressures on an Employers' Association in Collective Bargaining
Abstract: Discussions of industry-wide bargaining frequently seem to be predicated on the assumption of an inevitable trend toward more and more widespread negotiation of collective agreements by national unions and employers' associations. Is it correct, however, to assume that the present structure of business and unionism must lead to this result? This study of the flint glass industry presents a situation in which the reverse has occurred: changes in the structure of the industry and of the union have resulted in a shift to decentralized bargaining after some sixty years of association-wide bargaining.
