Abstract: Before the financial crisis, energy policy was arguably one of the fastest, if not the fastest developing Community policy. Not least because of its rapidly developing links with other EU policies, notably competition and environmental policy, energy policy is earning the reputation of being as complex as it is topical. It is therefore laudable that authors who do not clearly belong to one or other of the interested stakeholder groups contribute to the public discussion by explaining and discussing energy policy. The above-mentioned book on ‘EU Energy Law and Policy Issues’ is almost a compendium. It comprises 12 articles on Community energy law and regulation, competition law, energy policy, environmental law, regulation and policy as well as national electricity regulation and contract law. The former Prime Minister of Finland, Paavo Lipponen, wrote the foreword. The 14 authors contributing to this book have mostly a legal background. They are researchers, lecturers, associates, partners or advisors, some exercising more than one of these functions at the same time. Being experts in their field, most of the contributions are written for practitioners, policy analysts, academics, students, international organizations and international NGOs that deal with energy issues, energy companies or readers who wish to become energy experts. The articles tackle the considerable volume of existing and proposed legislation, regulation and other legal texts, firstly, by describing the objectives and content of one or more of these texts and, secondly, by expressing a viewpoint on the political or legal issue examined. Some articles stand out by outlining proposals for the future evolution of policy or contractual practice.
