Title: TEA-21 ROAD AND RAIL FUNDING'S NEW STAKE : MIXED RESULTS SEEN AS PROGRAM GEARS UP FOR REAUTHORIZATION
Abstract: To keep construction flowing that was started by the 1998 Transportation Equity Act for the 21st Century (TEA-21), states and localities are devising new funding methods such as Grant Administration Revenue Vehicles (GARVEE bonds) and loan guarantees under the Transportation Infrastructure Finance and Innovation Act (TIFIA). Design-build and outsourcing design work is also being used, but the economic slowdown and environmental concerns are causing some projects to lag. Also coming under increasing scrutiny are mega- projects, after significant cost overruns on previous ones.
