Title: Perspectives agricoles en France et en Europe
Abstract: Secteur en pleine mutation, l'agriculture doit faire face, en meme temps, a la liberalisation des marches et a une societe toujours plus exigeante en termes de qualite : qualite des produits, mais aussi preservation de l'environnement. Tel est le constat des auteurs qui s'accordent par ailleurs sur le caractere legitime de l'intervention publique et sur la necessite de preserver la Politique agricole commune (PAC). Ils preconisent toutefois de poursuivre les reformes pour integrer davantage les mecanismes de marche et prendre en compte mieux encore la dimension environnementale. Ils refusent d'ailleurs l'idee selon laquelle economie et environnement s'opposeraient, l'environnement constituant toujours un element structurant de l'economie agricole. Le rapport se compose de deux contributions principales : la premiere, par Philippe Chalmin, s'interroge sur la place, le role et la fonction de l'agriculture dans une societe developpee postindustrielle ; la seconde, par Dominique Bureau, traite du lien entre agriculture et environnement et examine le cadre general de regulation (ou « level playing field ») a mettre en oeuvre. A ces deux rapports s'ajoutent deux complements (concernant les negociations sur l'agriculture dans le cadre de l'Organisation mondiale du commerce et la politique de soutien des revenus agricoles dans l'Union europeenne) ainsi que deux commentaires, par Jean-Paul Betbeze et Gilles Saint-Paul.
