Title: Canada's first heavy-oil upgrader complex on stream
Abstract: Canada's first facility to upgrade Saskatchewan's heavy crude ols began operation late last year at Consumers' Co-operative Refineries Ltd. (CCRL) in Regina, Sask. The upgrader is designed to produce synthetic crude oil from 50,000 b/d of a blend of Lloydminster and Fosterton/Dollard heavy crudes. A large supply of these crudes and no refining capability to upgrade them were the primary reasons for building the upgrader. Because a stand-alone processing facility would have been cost-prohibitive, the upgrader was added to the existing CCRL refinery. Even so, the investment ran nearly US$600 million.
