It centres on the relative merits of “fairness” versus an electoral outcome which produces a clear winner. Advocates of proportional representation argue that the allocation of seats for each party in a legislative body should be as proportional as possible to the votes that they win. This, they argue, ensures that the diversity of views of the electorate is faithfully and fairly reflected in the composition of the legislature.
