Abstract: The article discusses the pedestrian safety program in Portland, Oregon. It relates the initiating factors (increasing pedestrian deaths and injuries resulting from traffic accidents), and the history of the program. Emphasis on pedestrian compliance to traffic laws, formation of a pedestrian safety school, and involvement of the media (press and radio releases) are related. In addition, the article describes school safety patrols and the use of walk-wait traffic signals at intersections. Finally, the use of pedestrian islands, and other traffic engineering efforts is described. The article presents the effectiveness of the 3 E's program - Education, Enforcement and Engineering.
