They set the tone and provided the framework for the continuing debate on the character of the sovereign independent states whose establishment marks the achievement of the first goal the national movement set itself against foreign domination and influence (colonialism and imperialism): this goal was self-determination. The debate is an essential part of the second phase whose goals are self-expression and self-fulfilment. For this reason it is not simply a theoretical exercise about the place of the Sharī‘a in the state in relation to its constitution, economic and social structure and culture. It is also of vital, practical importance, both internally and externally, in the battle of the mind that is to decide the place of these states in modern civilisation. The fate of the Sharī‘a will decide not only what Islam is to be today and tomorrow, but also what part it is to play in the confrontation between Europe and the East, between Islamic and Western civilisation.Read More
