Abstract: Seed regulations have been introduced in most countries based on the development of formal seed production. Concerns about seed quality and about the varietal identity of the seeds have commonly led to seed laws. However, formal regulations are often inappropriate for informal seed systems, which have been developed locally by generations of farmers. Not only could seed regulations restrict informal seed systems, in some cases farmers' initiatives could be declared illegal.
