Abstract: The 1990 Clean Air Act Amendments (CAAA) have induced a number of utilities and other power producers to consider several compliance alternatives to ensure their pulverized coal-fired boilers comply with the new regulations. In many cases, simply switching from high-sulfur (bituminous) coal to low-sulfur (sub-bituminous) coal can reduce SO{sub 2} and NO{sub x} emissions to levels that meet CAAA requirements. Compared to retrofitting scrubbers, switching to low-sulfur coal appears to be the most popular, economically viable approach to compliance. A recent increase in industrial explosions involving these processes has prompted inquiries to identify the possible causes. This article reports that several solutions are available to mitigate explosion potential at low-sulfur coal facilities.
