Abstract: Some of the key transport challenges that Dubai faces today are traffic congestion, increasing car ownership, high road accident fatality rate, low public transport ridership, transport pollution. Dubai’s Roads and Transport Authority (RTA) has taken a proactive and systematic approach to face the growing challenges and improve the quality of life in the Emirate. A comprehensive integrated strategic transportation plan was developed to assess the challenges and prepare an action plan to address them. RTA's Strategic Transportation plan is not limited to infrastructure projects but it forms an integrated balanced approach and covers six major areas including: enhancement of the road network; development and enhancement of public transportation system; enhancement of pedestrian and cyclist networks and facilities; development of policies and legislations to overcome congestion and ease transportation; use of intelligent transportation technologies; enhance traffic and safety awareness. An important element of the Strategic Transport Plan is implementing transport policies and legislations to optimize the public transport and the existing road network. Being first city in the Middle East for pioneering a paradigm shift from cars to public transport was not easy. A fundamental rethinking of transport policies and legislations were required to remove financial bias towards the use of the automobile, particularly in areas where the government has invested in high quality transit. This rethinking includes support for walking, biking and transit use, particularly in the areas immediately around transit stations
