Title: Making microfinance work for the poor: key principles
Abstract: Microfinance is the supply of loans, savings and other basic financial services to the poor. This paper highlights recent debates in the Cambodian media about microfinance, debates which indicate the growing interest in the subject among those concerned with helping poor people have better access to finance. The contents include: microfinance is a powerful tool to fight poverty; interest rate ceilings hurt poor people by making it harder for them to get credit; the government's role is as an enabler, not as a direct provider of financial services; microfinance works best when institutions measure and disclose their performance; and microfinance is not always the answer.
