Title: Project Management as Related to Weapon Development in Navy Research and Development Organizations.
Abstract: Abstract : The study investigates the role of Navy laboratories in the systems acquisition process. In particular, it looks at an attempt to expand the laboratories' traditional role of technical management of hardware projects in advanced and engineering development phases. The AGILE air-to-air missile development, the basis for this study, presents an opportunity to test the feasibility of decentralized management of defense procurement in actual practice. In evaluating the effectiveness of Navy management of the acquisition process it is recognized that more than one criteria may be relevant. The evaluation is based on two standards of measurement: compliance with Department of Defense policy and conformance to generally accepted principles of management. AGILE a current development program, is traced from inception to the present and unique management problems are discussed. The authors conclude that unless a total commitment to decentralized management is made the present management structure should be retained. (Author)
