Title: TURKISH MEMBERSHIP IN THE EUROPEAN UNION: CHALLENGES AND OPPORTUNITIES FOR THE AGRICULTURAL SECTOR
Abstract: Agriculture has important role as a employer and contributor to the GNP throughout the last two decades in Turkey. There are still some traditional problems in agriculture. After Helsinki European Council meeting in 1999 with EU, to speed up the accession, a number of working groups have already been established in order to align Turkish agricultural policy with that of the Common Agricultural Policy (CAP). The reforms in both the CAP and Turkish agricultural policies will create opportunities and challenges during the transition period. In the longer run, Turkey will probably have a comparative advantage in field crops, fruits and vegetables while facing problems in the animal sector. Due to trade liberalization through GATT negotiations and the changes in CAP, Turkey will not probably realize the same kind of trade creation and financial support benefits from the EU as other new members of the past. It is expected that agricultural negotiations will past difficult. Presented at the 15th International Conference,Istanbul, Turkey, May 2005.
