Abstract: Management and operations of our transportation systems becomes more important as families attempt to gain more affordable housing by moving further away from city centers. They seem to be willing to accept higher transportation costs as a trade-off for more affordable housing. A recent study by the Surface Transportation Policy Project reported that the average household in six metropolitan areas spends more on transportation than housing. This white paper discusses issues dealing with four basic elements that are important for the management and operations of an Integrated Transportation Management System (ITMS) - policies, procedures, funding, and staffing.
