Title: The challenges faced by public sector innovators
Abstract: Much research has been conducted into how government policy can help promote higher levels of R&D and innovation in the public sector. There has been a similarly strong focus in the literature on R&D undertaken by public sector organisations and the importance of linkages with the private sector in the commercialisation of R&D outputs. On the other hand, there has been very little research on innovation in the broad range of techniques and strategies used to carry-out the responsibilities of the public sector, initiated by innovators within government departments and agencies. Further, the insights that are available are found in a very broad range of literature.
Hence, a research project was formulated to bring together the disparate contributions to the topic of innovation in the public sector, in an effort to help define it as an important subject for scholarly investigation. This paper reports on one dimension of that endeavour, bringing together the literature on the challenges faced by public-sector innovators. This theme of 'challenges', as opposed to say 'opportunities' was the strongest to emerge in the wide ranging survey undertaken.
The research revealed little cross-fertilisation of ideas between relevant fields and a key contribution of this project is to redress this problem. In combining fragmented ideas, the research has produced an insightful picture of an important element of public-sector innovation.
