Abstract:THE PRESSURES AND CONFLICTS THAT ARISE IN URBAN AREAS FROM THE INCREASE IN THE NUMBER AND USE OF MOTOR VEHICLES AND THE PIECEMEAL MEASURES THAT HAVE BEEN USED IN THE PAST TO OVERCOME THEM ARE DESCRIBE...THE PRESSURES AND CONFLICTS THAT ARISE IN URBAN AREAS FROM THE INCREASE IN THE NUMBER AND USE OF MOTOR VEHICLES AND THE PIECEMEAL MEASURES THAT HAVE BEEN USED IN THE PAST TO OVERCOME THEM ARE DESCRIBED. A SYSTEMS APPROACH TO THE TRANSPORTATION PLANNING PROCESS IS OUTLINED THAT IS APPLICABLE TO THE TRAFFIC AND TRANSPORT PLANS IN THE SHORT-TERM, WHICH LOCAL AUTHORITIES WERE ASKED TO PREPARE IN THE MINISTRY OF TRANSPORT ROADS CIRCULAR 1/68.
