Abstract: How sensitive is the incidence of poverty to economic growth? This issue has attracted the attention of economists for many years. Those who believe in the «trickle-down» theory of development assert that enlarging the pie is more important in improving the lot of all citizens than tinkering with the relative income distribution. There are also many economists whose concern is that the benefits of economic growth do not always reach the poor. In their view, the government has to play an active role to redistribute income from the rich to the poor.
