Title: NEW, HIGHER SAFETY STANDARD FOR DUTCH ROAD WORK ZONES
Abstract: During the last decades the improved quality and the increased density of road networks caused an increase of road transport. As a result of the rapidly growing traffic volumes, roads of all kinds require more maintenance, repair or reconstruction. During the last years several people were injured and killed at work sites. As a result, providing adequate safety to road workers and passing drivers is becoming a top priority in the Netherlands and also on a European level. Within this setting the guidelines for the layout and management of road work sites for rural and urban roads have recently been revised. Also the guidelines for motorway road work sites have recently been updated with situations regarding work during short periods on the refuge. This paper will describe the new guidelines and major modifications, examples from practice, and process of implementation of the new guidelines and how they can become common practice. Some of the topics covered include enlarged safety zones, uniformity in road equipment and information signs, the use of physical barriers, visibility of road equipment, safety clothing, reduced uniform speed limits, and new defined road categories conform to the new sustainable road design. Guidelines give information on how to build safe worksites. Next to the guidelines, a great impact on safety can be achieved during the preparation of the road. Therefore, a manual for safety procedures for road work sites is made in which information is given on contract specifications, regulations and responsibility, procedures and communication.
