Title: Prospective and Retrospective Presidential Rhetoric
Abstract: Recent research by George Edwards and other presidency scholars suggests that presidential speech has little impact on public opinion on issues with scholars left to wonder why presidents bother to speak. The field of voting behavior offers an extensive literature supporting the conclusion that Americans frequently cast their vote based on their experiences with existing government policies. If presidential elections are based on retrospective voting behavior, our models of presidential leadership after the election should examine the possibility of similar evaluations by citizens.
