Title: PAVEMENT MANAGEMENT SYSTEMS (PMS) FOR LOCAL GOVERNMENT
Abstract: With the ageing of the Australian road network, an increasing proportion of road funding is being spent on maintaining the road asset. State Road Authorities (SRAs) and a number of local authorities are now introducing Pavement Management Systems (PMS) to help with fund allocations and guide the development of pavement maintenance and rehabilitation strategies. An ARRB project is underway to ensure that Local Government can make the most of PMS in the future. This state of the art report completes the first task of the project in (a) describing the current status of PMS here in Australia, (b) summarising relevant details from SRA systems and (c) listing points of value from overseas systems. The report provides insight into the workings of a simple PMS and explains how overseas road authorities are using pavement management techniques to optimise their road maintenance spending. It is concluded that there is a need to better inform road managers and others about PMS. Wherever possible, PMS should be implemented considering the requirements of the nation, the state, and the local council. Successful implementation of PMS is dependent upon certain conditions being satisfied. These conditions are outlined. This report should help interested parties become better informed about the principles and benefits of Pavement Management Systems, and it should lay the foundation for efficient and effective implementation of PMS within Local Government.
